When I went down the 9 years ago, the RCC lock keeper told me that the 9 certainly were. He also said that the bywash for the top lock was at the east end of a dry dock in a shed next to (on the south side of) the top lock, but that that property was either no longer in RCC ownership or no longer in water (can't remember which) and so no longer operating.
