If the lock was properly designed and still  had all its paddles it would be 
no problem.
The Grand Canal is so built. We got out of a lock with one top gate paddle 
going flat out (jammed up) and did not have to resort to the TNC 
Portopaddle. It still emptied a lot quicker than a GU lock.

They have a much better attitude to health and safety in Ireland!
