I need to confirm, but Council pays Housing Benefit and Council Tax Benefit. 
Housing Benefit being only the rent that someone is being charged for said 
property. Under which if you are living on your own but the accommodation 
has two rooms or more, it will be classed as over accommodated and we will 
not pay the full rate, this will be determined, as you say by the fair rent.

So when I purchased Daisybob she was a 10 berth ex hire boat. If I claimed 
benefit, could they have classed it as being over accommodated? it had two 
dining areas (which converted to two double beds) plus single bunks.

Another thing Housing Benfits will not always pay service charges, ie if the 
flat being a block of other flats have a cleaner who keeps the stairs clean 
and each flat is charge that might not be included, and this would also be 
like electric, gas and water on the rent bill we will not pay them.

I believe before housing benefit would be paid a tenancy agreement would 
need to be seen.

I can check up tomorrow for confirmation.
