The trouble is no matter how slowly you pass moored boat sooner or
later someone will pop up and roundly cuss you for passing too fast. 
Often its the people on boats that obviously never go anywhere that
are the worst for that - maybe the resent the fact that you are
passing them at all , trespassing on their bit of the cut.

So I slow down enough so that the majority of the boats I'm passing
don't move at all but there always seems to be one boat in a line that
bobs more that the others  - badly moored ? or over a shallow bit  I dunno
