Experienced BW managers - One (now sadly office bound) manager in BW in the
NW operates a working narrowboat (ex FMC Empress), saw him going down
Shropshire last week loaded down to 3ft 3 (i.e.) to the top guard)

His former patch is in an exemplary state

I've always thought that All senior staff in BW should have to take a
similarly loaded boat (a push fit on whatever waterway they are in charge
of) over their patchesat least once a year. That shoud sort the remaining
bad brief-holes out.

Then, when they've done it with a motor, make 'em do it horsedrawn!
