AIUI [from the linked report] the boat was ascending the lock and  
something held the hull down as the lock filled.

I've no experience of this myself, but I do know that it takes only a  
very small projection from a lock wall to hang a boat up on.  There  
is one on the offside of Widmead Lock on the K&A - noted in  
Nicholsons - which is not much more than an inch wide.  A boat  
descending with us a couple of years back got caught on it and  
developed quite an alarming list before we could drop the paddles.
