Not only guests. In the old days of bucket and chuck my mum, in a rush to go,
handed the bucket part newly chaged with water/blue simply poured the contents
from bucket into the posh outer bucket disguising container which was not leak
proof.

She got the hump as she still couldn't go - we got to clean up the mess -
diving around her as mouse-like blue trickles dived everywhere with the boats
rocking. We were in Cowley lock at the time - happy days.

Make the guests unblock it! They will be more careful next time.

(I once had to clean up the loo on Fulbourne after a child visitor
didn't know that on our Elsan bucket-and-chuckit you have to lift the
seat and remove the bucket lid before use.)
