I don't understand your logic there. Can you explain?

Council Tax is a banded property tax - it is only a personal tax if only one 
person lives in the property.
Can you explain your sentence above? I cannot understand the double meaning.

The Council Tax review in England has been cancelled. I don't think hand 
improvements
naturally lead to a band increase.
