I'm pretty sure Essex Waterways Ltd (the IWA subsidiary set up to run the 
Chelmer & Blackwater Navigation after the original company went bust) has had 
to deal with problems with old wooden culverts (known as 'chunkers') passing 
under the navigation, and presumably will have replaced them in modern 
materials. It might be worth asking EWL for advice - contact details are on the 
IWA website www.waterways.org.uk.
