Mostly - I wanted to make a point about the seriousness of the
situation in a way that would get debate going. Apart from AS, no one
has really answered the main question; where's the money coming from?
Public sector hasn't got it, private sector is struggling, charities
will see a drop in contributions as people start to feel the pinch.
It's not just about finding the extra £25 m any more, it's about where
are the 25% cuts going to fall over the next four years. I see the
minister has been "reassuring" in a way that's not really reassuring
at all.
If we are not have long term closures, either deliberately or as a
result of random events like breaches and tunnel collapses, where are
we going to get the cash?
I know that the SUCS work is a good example of voluntary input to
improving a functioning waterway, but the Basy is not encouraging as
an example of local control of the whole navigation. IWA and WRG have
worked wonders with the C&B, but will it scale up?
