Adrian's response addresses a but not b. Substantially increasing  
volunteer input is the Sustrans/ C&B model, but it would require a  
massive change of mindset at the top of both BW and EA (Nav).

Hmmm... is there a lesson to be learnt from the Obama/McChrystal  
showdown?  We need a journo from one of the mags to spend three days  
in a coach with the BW Board, and then publish a "profile" of RE,  
including his honest opinion of his political masters (after imbibing  
interesting substances, probably), resulting in his instant dismissal.
