I think it was a bit like that joke (the details of which escape me, but no doubt someone will oblige) about keeping the elephants away: it's hard to assess the effectiveness. And the drawback was having a sharp blade close to where you might have your hand trying to untangle stuff. The Irish tax on plastic bags seemed to lead to a reduction in the numbers of bags in the canals, and had more effect than the cutter. I didn't fit a cutter to the barge as it spends most of its time on lake and river, where bags and ropes are not really a problem. The prop shaft is about 2' 6" below the surface, but I can just get to it from a dinghy. bjg
