I suspect that if that was actually the case, it was probably mostly sabre-rattling on both sides. And I also suspect that the response would have taken the form of "We (BW) will request from Defra a change of status from cruiseway to remainder". Which (I think) is what they would have to do now, in the unlikely event that they wanted to follow Adrian's idea. And I'm not sure what response they'd get if they did, but I somehow doubt that it would be "Splendid - we'll carry on giving you the same money, let you keep all your property, and you can carry on running 3/4 of the current network much more successfully."
