Totally impractical on terms of IT costs alone - especially with the 
history of the UK government's previous forays into computerised systems 
(and if it is a paper based system which would rely on people being 
totally honest, well - 'nuff said really!).

Your plan also appears to completely disregard where the water 'to float 
your boat' is sourced from - or where it ends up.

Back on 'Wyrd' after a second - and rather longer - trip to the end of 
Slough Arm, on nb.Arun this time, and following nb.Earnest (we were 
supposed to be 'in company' but, once out of sight, I suspect they 
either started paddling or harnessed up the dogs for a bit of 
bow-hauling .. LOL!)
(I have to add that I was much impressed with Terry's modified access to 
his weed-hatch and its greatly improved accessibility (over 'Wyrd's) to 
the prop and rudder!)
