ISTM that this announcement confirms that the restructuring of BW (+
EA Nav.?) into a charity *is* going to occur.  Because if that
happens, it will involve a board of Trustees of the restructured nav.
authority with over 30 members, most of which will be "stakeholder"
(ugh!  I hate that term) representatives.  Which would mean that much
of the policy will be developed in a (relatively) visible manner.

In other words, maybe the minister sees the new structure as taking on
much of the role of IWAC, thus making the latter redundant?

Just guessing.
