Weird problem we encountered recently with newparis and network-manager, but it
was hard to figure out the cause because lots of test runs for other snaps
started failing. It turns out that other runs for things like snapd and
modem-manager were not setting the nm snap back to stable like they should. No
idea why this was ever skipped on the snaps we refresh
