E.g. something like a "Join Network" request? I think that's
reasonable. It's possible that the URI flows to the User Equipment
unsolicited, but I don't think adding the request to the diagram
precludes that.

I don't object to mentioning it, but I'm not sure it's within the
scope of the WG to expand much more beyond that. Perhaps one of the
chairs could comment?
