In regular there will be a project plan. This can be given in personal talks to poltitian. In most countries not the hospital decides for a software. Most this is done by Governments... They decide, if there is any support... If there is no support by a company the software will not be used. I think it can be helpful for the decition of a government if there is a company with full time support. This company can come also from outside a country...
