I'm thrilled though that we seem to have consensus on getting this in.

Testing against vanilla CAS with in-memory service registry looks good,
but further testing is warranted against JPA. Fortunately I can easily
do that with our VT overlay. I can imagine some minor changes might
come out of further testing, but the way it looks now is close enough to
what'll be in the pull request, which is looking like Monday or Tuesday.
That'll barely get this in prior to the 3.5 RC date of 3/20 we floated
a while back, but I don't think that was a hard date anyway.
Happy to field questions about the changes. General and inline comments
