Cherry picking the commits from master was tedious, but it was pretty
easy to automate to facilitate future work. It's done and pushed up to
the 3.4 branch:

I went ahead and tagged an RC to keep us moving forward:

Since GitHub makes getting tar and zip distribution bundles automagic, I
think it's sufficient to announce the RC at that location. We might
even consider simply leveraging GitHub for distributing final release
bundles as well.
