Disagree. Service management deals with the CAS server; statistics deal with the CAS server. Both are supplementary features that deployers can live without. We could factor out _both_ to separate optional Webapps, and while that would allow for greater flexibility to deploy the components you need, I wonder whether it's worth it to maintain two modules that would presumably share common configuration.
