Actually, I may not have been clear about the point of disagreement. You said: "I don't plan to keep the statistics view in the management webapp because it deals with free memory, unexpired / expired tickets, performance statistics... and these information clearly deal with the CAS server." I am disagreeing with your point that dealing with the CAS Server is a distinction of the statistics feature. The services management functionality deals with the CAS Server, so I don't see a distinction between the two in that way. I agree that both are supplementary features and should be candidates for factoring out into one or more optional components. I think that we create the greatest flexibility by keeping them separate; on the other hand they both fall under the scope of "monitoring and management," which I naturally associate as coupled topics.
