Folks,

In conjunction with the CAS 4.0 release we've be working on a revision
of the CAS protocol to reflect current practice and behavior.  Current
status, goals, etc are reflected in wiki:

The draft has been in the works since late last year and is being lead
by Robert Oschwald.     A number of folks have reviewed and
contributed to the draft (Nils Caspar, Misagh, Jérôme, and myself).  I
believe we are essentially at the RC stage for the draft, and it would
be great to get a wider review, particularly from other committers
(including CAS client devs).

Since this is the first time the team has made a revision to the
protocol doc we need a process for releasing it.  I'm proposing the
following:

* Declare Release Candidate Status - notify cas-dev, cas-user, cas-announce?
* Community Review/Feedback - April 8th - April 20nd
* Committer/Contributer Consensus Vote April 22nd - April 26th
