I'm essentially proposing that we overlay the time lines since they
have little impact on each other other than the validation response,
and I believe that is well in hand.

Added to the CAS Roadmap:
* 2013-04-29:  CAS 4.0 RC1, CAS 3.0 Protocol Revision RC1
* 2013-05: Community testing and feedback. Additional release
candidates as necessary.
* 2013-05-31: CAS 4.0 GA, CAS 3.0 Protocol Revision GA
