In our case, the login id is also the principal. Specifically, how would 
‘userid’ be accessed in in LPPE?

Presently, no. There isn’t. Note that your login id does not necessarily equal 
your principal id. While there is no principal for the Expired case, there are 
login ids for all cases. If you are treating both the same in your 
configuration, then making the userid available in the LPPE views would work 
just as well.

Is there a way to expose a loginID in LPPE? We’d like to send a user to a 
custom URL based on their UID when in either password Warning or Expiration 
phases.

My take is that when expired, there is no primaryAuthentication.principal when 
Expired, but thought it may be available in warning phase.

Initial attempt to make use of “assertion.primaryAuthentication.principal.id” 
in JSP while account is in a Warning phase was unsuccessful.
