The mast step on my '76, #2784, has one threaded hole on each side.  The mast has corresponding holes.  I believe they accepted #10 machine screws, and, presumably, are there to keep the mast from "popping" out of the base.  Although, with the tension created by the shrouds, this seems unlikely.
