Phillip,
I redid the antifouling spring 2006.  Since mine had a "smile" I decided
to try to fix that by 
1. Grinding it down around the crack (approx. 3-4 inches above and below
the crack).  The upper half was glassed; the lower was lead with some
fairing compound on it I believe.
2. Thoroughly cleaned the ground area with solvent
3. Applied West System epoxy with 4 layers of glass (1 layer coarse
followed by three layers finer grade; I cut each layer slightly smaller
than the previous one)
4. Sanded to flat surface
5. Applied 2 or 3 coats of special primer/sealer (don't remember the
product name right now)
6. Applied antifouling

Maybe it was an effort of futility but believe me, I was happy when the
boat was hauled out at the end of the 2006 season (in October that is in
Michigan) and the "smile" had not come back.  And after the winter
2006/2007 no "smile" either.  It is still holding together.  Maybe it
was not such a bad job after all.

I don't know of any reason the keel needs to be encased in fiberglass.
I personally would just paint it with the antifouling paint.
