Phillip, Encasing a lead keel in fiberglass is optional. Having glass around the keel protects the lead from being deformed in a grounding. Lead is very malleable. Glass protects it. It's a fairly common "yard job" to wrap the keel in glass when doing a high-end repair job on the keel.
As somebody else pointed out, having glass around the keel to stubb joint is highly desirable and prevents the "smile" - a leaking joint that can cause corrosion to the keel bolts.
