Sometimes the problem isn¹t siphoning, through the bilge pump system as you
might think. 

The through-hulls that Catalina put on appeared to be nylon early on, and
the plastic breaks down with age. You may have a cracked through-hull, or
cracked hose, that lets water in every time the transom dips just a little
bit. This happened to me on my C-25 and was intermittent, so it took me a
while to catch it. I happened to be doing an aircraft-style walk-around
while it was on land, and I stuck my finger in there and a chunk of the
through-hull dropped off with no effort. You can inspect inside the transom
via the holes in the foot of the quarter berths and see if there¹s evidence
of a dribble.
