Makes sense.

I guess they are saying the normal production boats that come with a factory
installed furler already have a Base Rating that LMPHRF assigned some time
ago and has been established as an unmodified boat's Valid Rating.

So, the same boat, if the RF were removed, and with a luff foil headstay
or hank-on headstay
instead, would then be penalized 3 sec. from the base rating due to the
modification. This boat's Valid Rating would be Base Rating minus 3.

I think they maybe could have worded it in a way that could maybe be more
easily understood...

I'm glad you got good vibes from your LMPHRF people b/c they don't always
enjoy the full support of the local racing communities in some venues and
are in fact, rightfully or wrongfully, roundly cursed in the worst of the
venues!
