Is there a difference in allowable sail dimensions between these two entities?
Or is it a difference in number or type of sails allowed?

b. No. 2 Genoa - 155% maximum, luff 34¢ - 6", LP 17¢ - 5.25"
c. No. 3 Genoa - 120% maximum, luff 34¢ - 6", LP 13 ' - 6"
d. Mainsail - luff 28¢ - 8", Foot 10¢ - 6"
e. Spinnaker (any type) - leech & luff 34' - 2.5", Girth 20' - 3"
