It looks like its doing what it is supposed to.  When you install new
(multiple new anyway) flash, it may appear as corrupted or as separated
partitions.

As for your TFTP, it looks like it started just fine in terms of asking you
the questions and erasing the current flash.  So the question is where is
that TFTP server in relation to your router?   Is it on a locally connected
subnet?  If not, do you have a route or ip default-gateway to get there?

With brand new flash, was it properly initialized as 32M when you did "show
flash"?

hello group,

i bought one 3640 router with 16(2*8MB) MB flash. i wanted to upgrade it to
32 MB.

so i bought 2*16MB flash. but i think something wrong with the flash. i
believe some corrupted file there.
when i boot the router using those flash, it goes to ROMMON mode.

now i inderted two  flash card containing IOS 12.4 from my another  3640
router. the router boots with
12.4(5a) IOS image.

when the  router is running, i took the good flash out of the router and
insert the corrupted ones, so that i can upgrade using TFTP server. 

Next, when i use tftp commands it stuck at some points Like below:
