This is vaguely on-topic/applicable:

The recommendation in the WAAS documentation, which can also use WCCP
(v2), is to "intercept and redirect packets on the inbound interface
whenever possible".

I assume the same reasons (router resources/processing) apply to WCCP
(v1 or v2) and web caches. You want the router to handle the traffic
as few times as possible so redirecting OUT should be avoided.
