It is important to have the proper configuration under the lines.

Try adding the following to the lines, If you don't already have this
configuration.

chat-script cisco-default ABORT ERROR "" "AT Z" OK "ATDT \T" TIMEOUT
30 \c CONNECT
line 1 16
 no exec
 transport input telnet
 telnet speed 9600 9600
 autohangup
 stopbits 1

Also if there are any modem commands that show up under the lines remove them.
