That's a very interesting question there... And a strange answer as I look at the current revisions of things... The task listed in the solutions guide doesn't say anything about route tagging. The lab includes no "route-tags" though, but I can assure you that wasn't what the original lab said!
Now, the question of where, when and why that got added. I have no earthly idea. But you would be correct. Working with that restriction would certainly make the provided solution a little strange! But that's not the intended instruction. Route-tags SHOULD have been your solution. ACL/Prefix-lists should not have.
