[OSL | CCIE_RS] lab 40 and redistribution they say no tags but they use tags?

I must be missing something here on the wording,

but i could have sworn the redistibution section in
lab 40 says don't use tags, but they are using tags on
both R8 and R9!

Can someone show me the light?
