"lan is slow" the problem is typically bad cabling, duplex, serious
oversubscribing of trunks, facist qos, etc. Relatively easy to troubleshoot
assuming you have managed switches.

"network is slow" the problem is typically all the "lan is slow" stuff along
with oversubscribing of wan links, facist qos, firewall nazis, ip mtu < 1500
& pmtud doesn't work, dns queries timing out, application server performance
issues ("google is slow" -> your microsoft isa is pwned and spewing out
packets so fast in every direction that all links are congested, the cpus
are maxed out and the proxy server feature in iis isn't able to keep up).
All the seriously weird^Wgood stuff is here, nothing amazes me anymore in
this category. ;-)

Assuming IOS router you can simulate a web client by hand using telnet and
using the lan address as the source. Works great and you'll notice mtu/pmtu
related issues really well.

Get a decent NMS, monitor end to end and you'll proactively notice most of
the things before users report and escalate them.
