Not to mention that K value mismatch is not a transient error. If it
happens, neighbors will stay down until the problem has been fixed.
This mismatch will not cause neighbors to flap.

Flapping neighbors should be tracked elsewhere. I'm thinking of L2
errors, or change in summarization on the interface.
