there shouln't be anyone that has a CCIE and no hands-on training... this is what is known as a paper qualified person and they are weeded out very quickly. If someone manages to obain that level of certification, then they will make everyone that has worked hard, spent hours or days away from family & friend... this will make all of us look very bad and the respect that comes with this glory would be trashed. The technical interview or hands on interview should play a major role..
