If the interface is showing as not connected, then it cannot be more obvious 
tha that. No matter if you shutdown or enable it again. Because if the cable is 
not physically connected on that port, then it will never come up.
 
Anyway taka a look on where that port goes to:
 
Cat3550-1#sho running-config interface fastEthernet 0/2
Building configuration...
Current configuration : 122 bytes
!
interface FastEthernet0/2
 description goes to R2 port Fa1/0
 switchport access vlan 12
 switchport mode dynamic desirable
end

Of course I can't log in and look...


but what is that interface connected to?  Is there any reason why it would 
appear down at the other end?  ie speed wrong (this would give you cdp errors 
normally), shutdown, etc
