Hi, the lab says "DNS Root servers should not be dampened at all" in
task 14.3, and DSG suggests

route-map DAMPEN permit 10
 match ip address prefix DNS

According to DocCD a "permit" line enables dampening for the matched prefixes.

(Note also that WB has tasks 14.3a and 14.3b, but DSG has tasks 14.3a,
14.3b and 14.3c, just a minor editorial error)
