15.0 "bgp dampening says" (http://www.cisco.com/en/US/docs/ios/iproute_bgp/command/reference/irg_bgp1.html#wp1070130):
"BGP dampening is disabled by default. The following values are used when this command is enabled without configuring any optional arguments: half-life: 15 minutes reuse: 750 suppress: 2000 max-suppress-time: 4 times half-life " so my guess is that those defaults are also applied for "route-mapped" prefixes where no specific parameters are mentioned.
