Hello,

1) Decrementing priority is not something that happens by itself.
This is something you would configure by linking to a tracker.
2) Correct
3) Trackers can track weather your link is up/down among other things
yes.  If you do not use a tracker and you unplug the cable of the
master router on the segment, an election will take place to elect a
new master
4) VRRP can use either/or. If you configure the VRRP address to be the
same as a physical address, the router with that address will become
the master
5) If both are the master, sometimes you have an issue with the
multicast hello's on your segment.  Check ACLs and other filtering
mechanisms...they are not hearing each other more than likely
