Hello Josh,

Remember the triangle :-). CIR = BC / Tc

Now, as Tyson mentioned, recommended Tc varies based on what kind of
traffic you carry. 10ms is not some random value, but usually the
sampling rate for most of IP phones.

Also, on some higher-end platforms, like 6500, default Tc is 9 ms.
