What does the output of "show frame-relay pvc" show?  Are all the PVC's
active?

Correct, the virtual template interfaces aren't expected to come up, but the
virtual access is.
I followed the dsg exactly, so I guess I need to look at the final configs
to see what I missed unless someone has had the same issue.
