i have set the IP OSPF MTU-IGNORE on CAT1, R8 and also CAT2 since CAT1 is 
connecting R8 via CAT2. but still the same,

i enabled the debug ip ospf events and debug ip ospf adj, but couldnt see 
anything noticeable.

What errors are you receiving?  What do the debugs show?

Do you have OSPF to ignore MTU on both devices?
