Amer,
Looking at the R&S Base Connectivity I see that R8's connected to Cat2 and
Cat4, the DSG shows ignoring the MTU on R8, Cat3, and Cat4. On Cat3 it should
be ignored on fa0/21 and on Cat4's fa0/19.
What does you "sh cdp ne" have on R8, are you really connected to Cat1 and 2?

i have set the IP OSPF MTU-IGNORE on CAT1, R8 and also CAT2 since CAT1 is
connecting R8 via CAT2. but still the same,
i enabled the debug ip ospf events and debug ip ospf adj, but couldnt see
anything noticeable.
