SO:

The "ignore" argument, per Cisco, will not consider the AS path during best path route selection.

The "multipath-relax" argument, per various sources, still considers AS path lengths but they don't have to match.

So yes, I would say that multipath-relax would be the more specific. However, being a hidden command, I'm not sure how inclined I would be to depend on it in a full blown production environment. While the "ignore" command has too much potential for dorking up your routing.
