Yes that should work and now that I am looking at this again, I
remember the same confusion. Looking at the solution guide I see:

"We can have two peers in a sub-AS without doing a mesh. But having
read ahead and knowing the upcoming requirements we are going to do
three sub-AS's for 109."

I can't spot which upcoming requirement makes this clear, can anyone else?
