These are very different and are used for different things.  Peer
groups are for ease of configuration when you have alot of peers that
share the same parameters.   I use peer groups for the exam because it
is faster to copy and paste.

Confederations are used to combine separate AS into one logical AS.
Any ebgp peers will peer with the Confederation AS not the AS
configured under the process.
